On Saturday, October 17th, members of Sullivan County ARES participated in the ARRL’s 2026 Simulated Emergency Test. This years theme was flooding. SC ARES planned a scenario for potential flooding in Livinston Manor, with a corresponding loss of communications. An ICS 201 Incident Action Plan was created. The team was challenged with getting simplex communications from Livinston Manor back to the “EOC” or 911 center at Sullivan County Airport. Terrain challenges required there to be a relay station at a high point in between, in order to get the traffic passed. The plan worked, the traffic got passed and everyone participating learned a bit more about traffic and ICS forms. It was a great day! 73
